LGBTQ+ legal rights: sexual orientation

Luxembourg legalised same-sex marriage in January 2015, with full equality including joint adoption. Anti-discrimination protections are comprehensive. Former Prime Minister Xavier Bettel (2013–2023) was the first openly gay head of government in the EU while in office. Luxembourg is among the most LGBTQ-progressive countries in Europe and in the world.

Luxembourg introduced self-declaration of legal gender in 2018, without medical requirements for adults. Minors aged 12 and over can change their legal gender with parental consent. Luxembourg consistently ranks as the second most expensive country in the EU for cost of living. Visa / residency

EU/EEA citizens have full freedom of movement. Luxembourg introduced a Digital Nomad Visa in 2023 for non-EU nationals who work remotely for an employer or clients based outside Luxembourg. Requirements include proof of a remote work contract, minimum monthly income of €3,000–4,000, and private health insurance covering Luxembourg. Residence permits are available through employment for non-EU nationals. Given the proximity to France, Belgium, and Germany, many people live across the borders while working in Luxembourg.
